"No official registers of passengers leaving Irish ports were ever kept except for the brief period from March 1803 to March 1806 inclusive. Masters of ships were required by law to comply in every respect with the Act for regulating the carrying of Passengers 43rd. of King George the 3rd. of the United Kingdom of Great Britain and Ireland. For this brief period lists of emigrants to the United States are contained within the so-called Hardwicke Papers (now held in the British Library, London). These lists with particulars of age, occupation and, in most cases, place of abode were compiled by the masters of emigrant ships and were sworn before the Commissioner, a Customs official, in the Custom House of the port from which the ships were to sail. A duplicate of these oaths was then submitted to the Lord Lieutenant of Ireland. The Lord Lieutenant's permission was required before any emigrant ship could leave port. Earl Hardwicke was Lord Lieutenant of Ireland from 1801 to 1806" -- Page v.
